TwinEditor is a great free editing tool.
TwinEditor has two windows; the upper design window and the lower source code window. Design Window (the upper window) enables WYSIWYG editing of HTML page. The page can be edited in the same way as using word processor. Source Window (the lower window) provides editing and tuning up the source code of HTML directly.
